Frustrated residents and safe streets groups say when it comes to traffic, Boston has culture of non-enforcement.

Chris Dempsey of the group Transportation for Massachusetts says he believes the MBTA fare hike sends the wrong message, and could make Boston traffic even worse.

The authority's oversight board approved a fare-hike plan Monday.

Paying for this could involve "some pain," the Senate president said.

A Better City in late February released a report tallying an $8.4 billion shortfall in revenues needed to ensure state roads, bridges and MBTA infrastructure are in a state of good repair over the next 10 years.
