President Donald Trump signed an executive order this week directing the federal government not to count undocumented immigrants when determining how many House seats each state should have, based on the census. Ali Noorani told Boston Public Radio on Thursday the move is widely seen as a political calculation to play to Trump's base by "demogoguing immigrants and immigration."
