A former Massachusetts State Police lieutenant pleaded guilty Wednesday to six counts related to the overtime abuse of Troop E in Suffolk County Superior Court.
David Wilson, 59, of Charlton, pleaded to two counts of Larceny Over $250 by Single Scheme, two counts of Procurement Fraud and two counts of making a false or fraudulent claim to employer under Public Employee Standards of Conduct, according to a statement issued by the Office of the Attorney General.
Judge Robert N. Tochka sentenced Wilson to two years of probation and ordered him to pay $18,994 in restitution and perform 200 hours of community service.
Wilson, according to the courts, submitted claims for 300 hours of overtime that he did not working resulting in payments of $31,000 in overtime that he did not earn.
In 2015 and 2016, Wilson submitted fraudulent claims for pay for nearly 300 hours of overtime that he did not work, resulting in him obtaining more than $31,000 that he did not earn.
At the time, he was a supervisor in Troop E responsible for criminal and traffic enforcement along the Massachusetts Turnpike.
The Attorney General's office said that in an attempt to conceal misconduct by submitting falsified traffic citations to appear as if issued during overtime shifts when in actuality they were not issued in those shifts or never were at all.
Wilson is one of ten troopers who were charged in the case. The majority pleaded guilty and received house arrest sentences or sentences to one day in prison, time served.
The AG’s Office also indicted two other former Massachusetts State Police lieutenants, John Giulino and David Keefe, for similar alleged conduct. Giulino pleaded guilty and was sentenced in December 2019, and the case against Keefe is ongoing.
