Gov. Charlie Baker has proposed new legislation that would overhaul the State Police agency and allow external candidates apply for the post of colonel provided they have 10 or more years in law enforcement and five or more years in a police or military leadership position.

The legislation comes in the wake of an overtime scandal at the agency that saw the convictions of dozens of state troopers in federal court.

Emily Rooney, host of WGBH's Beat The Press, joined Boston Public Radio on Friday to give her take.

"If you have somebody else in charge there, that isn't looking out for their buddies, but is looking at it more economically more efficiently, and somebody who isn't necessarily one of them, I think it's a step in the right direction," Rooney said.
