The MBTA proposed last week to raise prices on the T by more than 6 percent. The agency says the hikes are needed to pay for fixes that will make the T smoother, more reliable and more attractive to commuters. But Boston City Councilor Michelle Wu says the proposal misses the bigger picture, and that the city should move toward making the T free of charge altogether.
