Executive Director of the Worcester Housing Authority Raymond Mariano and Executive Director of Homes For Families Libby Hayes debate the Worcester housing policy.
"There are 100 good reasons not to do it," said Mariano. "There's one good reason to do it."
Hayes, who opposes the policy, said, "the problem is the mandate."
