To some, the proposal to build a casino on the Revere side of Suffolk Downs is a godsend that will deliver jobs and much needed revenue. To others, it’s a curse that comes with traffic headaches and threatens small business. Next week, the issue goes to a citywide referendum, and both sides are working hard to sway voters.
